filibusters from republicans. now reid wants to shift the power to the minority, to require 41 members to vote to maintain a filibuster rather than the usual 60 votes to end it. many democrats and filibuster reform advocates are sponsoring that plan, calling it an effective middle path and a step in the right direction. if mcconnell refuse to see agree, reid says he is willing to pursue the constitutional option of changing the rules even without the usual two-thirds vote. republican senators are reintroducing a bill to eliminate obamacare's individual mandate. >> that's a crucial element to the president's affordable care act, allowing the plan to support itself only if everyone buys in. we have heard arguments from the very beginning that that sort of requirement is unconstitutional. house republicans have vowed they will no longer attempt to repeal it.

>>@westwingreports. i was a little surprised. i was very surprised by the president's inaugural address. a lot bolder, you know, an agenda, than i expected from obama going into the second term. ahead of time, people were saying, he is going to say we have to have common ground reach out and cum subways m ba-ya. >> mitch mcconnell said, look, we are clearly back to this era of big spending liberalism. there was no talk of any, you know, medicare cuts now entitlement cuts, obama, i think, from what i saw he appeared to be bluffing when he said, look we really want to make these kind of cuts and have a balanced approach. yes get that sense watching his speech. i mean, obama, you know what his big strategy is here? i mean now that the election is over, he doesn't have to run again. i think what at the really want to do is simply wait for the economy to pick up and grow.

tax revenues will increase. the deficit is already coming down. >> bill: yes. >> people don't understand that. the deficit is already coming down. so what he wants to do is, you know, this rising tide lifts all boats kind of thing. once the economy improves, this heat to cut entitlements they think will probably dissipate. >> that's their strategy >> bill: don't you think it's cheeky of mitch mcconnell to attack the president or criticize. maybe attack is too strong the president for not reaching out in his inaugural address when mitch mcconnell on day 1 of the 2009 said, our number 1 legislative priority is to deny him a second term? right? >> pot meets kettle. absolutely. mitch mcconnell, it was completely hypocritical of him. i mean: are you surprised? that clearly shows you, look, the partisan lines. people thought there is always this in the wake of an election

there is always this period. talk about happy new year. there is this period. i am not sure how long it lasts where people think, okay, maybe this time will be different the perhaps they can get along. that clearly is gone. i think we are back to the old, you know, nasty battles that we have always had. >> now what particularly caught my eye was your piece right after the inauguration ceremony and you have headlined it, why the gop should embrace obama. so if you are talking to john boehner or mitch mcconnell, you will have sort of a different message to them. i don't consider you a liberal democrat or a right-wing republican. right? politics aside. >> i am sort of down the middle. so why would you argue that thegol g.o.p. should embrace obama? >> i didn't write that headline. my friends wrote it but the gist of this article is, is that if you look at everything obama did

or most of the things he did over the past four years, his big policies, he borrowed them from past republican presidents. i went all the way back to nixon. nix on raised taxes on the rich cut them on the poor. ronald reagan backed an assault weapons ban. ronald reagan was the first president to support what we now call cap and trade. ronald reagan. when i tweeted that yesterday, when i wrote about it, of course, i got bombarded with the usual, oh, you are just full of it, bravenld u.s. you don't know what you are talking about. def -- brand u.s. you don't know what you are talking about. people don't get it. ronald reagan. >> the whole tax cutting myth about ronald reagan, raising taxes. they don't want to believe it. >> obama hasn't raised gas taxes. reagan did one better on that. to extend the argument.

>> immigration reform? >> from george w. bush mitt romney's healthcare provider. on and on. so when i say, and yet for all of these things that he has done, he has copied all of these big ideas from republicans. again, going all the way back and then to nixon and yet their response is, he is just a fascist, a socialist. really? what were nixon and reagan and george w. bush for god's sake? they completely shunned their own. they ignored their own history >> bill: they don't recognize their own ideas. right? when they are staring them in the face. >> i think most people can recognize the republican party of today is not the republican party of 20, 30 years ago. most people who look at this independently can see that. but i think the bigger question is: is there ever going to be anything that's a wake-up call for them? what would the wake-up call be that they say, okay. we really need to change here? >> i think the wake-up call if

you delve into these poll numbers from these election night numbers we were just talking about this, you know, off there, they lost the hispanic vote by 44 points. they only lost it by 36 in 2008 and on and on. so these trends are moving in the wrong direction. ig that's what you call a wake-up call. so some of these republicans, they have got to wake up and start to change or, you know, they are in long-term trouble. >> bill: jonathan websitesitzman in "the new york times," in line with what we were talking about says that he believes the inaugural address give republicans an stark choice either accommodate the president's agenda off immigration, guns, energy and social programs and hope to take the liberal edge off of some of those or basically continue as they have been doing. dig in as the last bull wells

fargo bank against a re-elected president and accept the political risks. they have this fork in the rode. or are they going to be the party to get things done but moderating? >> i think that's right on. there are childrens in the republican armor. if you look at what's happened in the last couple of weeks or so, republicans caved on taxes on new year's eve. i think obama peeled away 85 republican votes on tax hikes. what happened to this once, you know, rock-solid g.o.p. caucus even paul ryan voted with the president on that their bluff has been called on the debt ceiling.

we don't want to shut down the government. so, it looks like republicans are fighting among themselves. so this debate is already underway in the republican party. >> yeah. the. >> the president understands this. that combined with the 332 electoral votes he got, i think he is in a stronger -- i think he is in a stronger position now than he has been probably in four years. so he has less incentive now to be mr. nice than he has in quite some time. i think we are seeing that. >> right. i was going to say, i think we see that he senses that as well. >> yeah. >> he feels that he is projecting it. i don't know whether -- i forget whether you were there the day he announced his measures on gun violence for example. >> yeah. >> that was straight o here is what we are going to do. whereas before on so many issues, they might say, you and i both heard robert gibbs and jay carney say we can't push for that because congress has to do it and we don't have the votes

i mean the limitation he faces, the fiscal limitations he faces are going to prevent him from any of these -- you know, there aren't going to be any big expensive jobs programs. those kind of things that pat presidents have always done. >> that's the first thing. then, again, this hyper partisan gridlock that he has. i mean he is going to be checked at every turn. so i think the speech was good in that at least from his standpoint, laid out this liberal ayend a that he wants, but, boy, how are we going to get it done considering the fact that the checkbook is kind of bear and everything is going to block you. it makes it so much harder. >> the votes were not there. clearly as you point out, the votes were not there, even though it's a republican plan basically. >> yeah. >> identical to george w. bush's plan. the votes were not there in the first term. he didn't try to get the votes either. right? didn't send a bill up.

he didn't do you think he will fight a good fight for that, on guns, climate change which he did nothing about in the first four years? >> the difference now, take immigration, for example, we just talked about how much better he did with hispanics. >> how much worse republicans did. >> yeah. >> so i think what the president at least on immigration, i think, is playing with a much stronger hand than he was a couple of months ago and it's republicans who are going to have to change to accommodate this fast-growing voting block. i think what the president can do, at least on immigration, is he can wait for the republicans to soften their position this talk about self deportation. you are not going to hear any of that stuff. the president can simply sit back, nudge them along a little bit but it's the republicans who are going to have to change to

accommodate him. so i think that's what you call leverage. so i think what the president -- i think immigration, i think i could see him getting a big immigration -- >> that's the one issue where he is most likely to get something done. two quick questions and we will let you go. whatever happened to mitt romney? do you ever see anybody -- >> who? >> disappear so fast? >> it's january. off visiting i guess. >> nobody talks about him? >> he is done. he is done, obviously, with politics. according to his son. he didn't really wanted to run anyway. if you believe that, and the republican party wants nothing to do with him. i think he is fine with that. the biggest issue of the day,

second amendment rights. thompson's panel is hoping to accurately legislation that can with stand the republican held house. the group will hear from the atf as well as health and law enforcement representatives and the top lobbyists this week. the senate plans on holding an open amendment vote. this could increase its chances of passing letting both sides of the aisle tackle the specific andments. it could weaken the bill since republicans will be able to change the language and reduce the bill's broad reach. majority reader lead says he is hoping to get the bill through the judiciary committee but he has made it clear he does not support an all-out ban on assault weapons. hillary clinton will face a tough grilling today from the house and senate foreign relations committees. she is set to testify on the september 11th attacks on benghazi. new information suggs am bats dor christopher stephens once

i 245u9 that was one of the most poignant statements he made. we know they are going to try to block every single thing. the country is if you areous. the blame goes squarely to the republicans. they don't want to do business. they don't want to be ledgelators. they want to cut squeeze, bitch and it's awful. the mood is not going to change. >> the president what i love often, even liberals have a hard time saying this is what i mean by being like a liberal. you go back to the constitution and guarantee equal rights for every american and make it real. you make it real for women and for blacks and for gays and for poor and for rich for everybody. >> great job.

participatory democracy. >> on that point, he was going to ask you about that one of the central things was that government can't do everything, but there is a lot government can do and government is really us working together. it is always a partnership. what about we need roads? yeah, fire department. we need a police department. we need a military. yeah, public education is a good thing. i am glad that healthcare is controlled by government and in the sense of, you know making it accessible and making people with pre-existing conditions to be able to have access to insurance. certainly people like the fact we have the fda, food and drug administration to make sure that the drugs we are selling are safe and sound, things like that. >> the meat we are buying is not tainted. the list goes on and on. so when everybody says we don't like government or there is too much of it, you begin drilling down and they will accept the fact that what we saw where you

do all of the licensing of businesses how most politics is about business, about businesses coming to government and saying regulate us. may sure if people are going to sell houses, you have a licensing program. we want doctors to be licensed. teachers, child care licensed. they want government to create angequal playingfield at least a professional field and ask government to set up standards. >> congressman sam farr. what is the number of your district. >> used to be 17th. now it's the 20th. >> our guest in studio your calls welcome and your questions 866-55-press. so as you mentioned, some of the republicans in leadership, they are not happy with the president. here is mitch mcconnell complaining, congressman, that the president didn't reach out.

>> i think the president's inaugural address was disappointing in that it was basically a liberal agenda directed at an american we still believe is center-right. i don't think that's a great way to start off a second term if your idea, here, is to achieve bi-partisan solutions. >> bi-partisan. so this is a guy who said day one of the president's term in office, in 2009, our one goal is to prevent him from getting a second term. now he is complaining the president is not reaching out. >> he got a second term and he called on the voices to unite. and those voices are republican voices. there are a lot of proceed choice republicans environmental republicans. they don't buy this agenda. there are a lot of gun owners who want regulations. i think

i think what he is worried about is his primary. i don't know how he could get more right than mitch mcconnell. maybe somebody is thinking of running against him. >> the president did say we the people. right? he talked about working together again. that includes republicans. i keep coming back to how many times does this, you and i have talked about this, how many times has this president reached out? for example, theo john boehner. what did he get for it? those of us in the progressive caucus, where was the progressive? where was the liberal? what surprises me is that the republicans haven't realized that the country's governed much more conservatively than it has been in the past.

caucus, that's why it's so big. our agend is all of the progressive issues, medicare and social security and make sure it's the most vulnerable people in this country are protected. we are also going to start. i am going to be involved in this. kind of a rural strategy because america, the rural areas of america have been forgotten. secretary vilsack said before committee, if you look at america, rural america has been in depression. many are fleeing the rural areas. there is nothing happening. nobody is investing in these communities. >> bill: the democratic party has forgotten? >> both parties have done it. those people are middle class, lower middle class. they are the democratic party: we haven't done a good job of listening and investing in them >> bill: you have work ahead of your, congressman. thank you for fighting the good fight. thank for coming in today. see you again soon. >> this is "the bill press

liunabuildsamerica.org. secretary of state, hillary clinton testifying today in front of the senate foreign relations committee. at least on the house, about benghazi. republicans still trying to beat that drum and make a political issue out of the assassination of american asbassador. john kerry will be testifying tomorrow for his confirmation hearing, actually, in front of the senate foreign relations committee, which should be interesting because he is the chairman of that committee. i would think the chairman should get pretty good reception by members of that committee. we will find out in the meantime. most of the conversations still revolving around the president's inaugural address, and i wanted to play one quick clip before we introduce our guest. this is maybe the line in the speech that got the most applause and one that people may long remember about the president's inaugural where he

talked about expanding equal rights and equality to all americans, even this little girl. >> we are true to our creed when a little girl born into the bleakest poverty knows she has the same chance to succeed as anybody else because she is an american. she is free, and she is equal not just in the eyes of god, but also in our own. >> bill: it was wainone of the many references to god, to the crater, to god-given rights in the president's inaugural address. james saulk is the executive director of catholics united joining us on our news line this morning. james, in many ways, this was a theological message on the part of the president. wasn't it? >> absolutely. the president was laying out a humanitarian vision for our nation and addressed many of the most important pressing issues of our day. for me what stood out were his

commitment to climate change action and solidarity with our lgbt brothers and sisters, issues that reflect a sense of the common good for climate change, immigration, ending war, issues that unite us. that affects all of us. >> he did so he did so by issuing those in the constitution, but he didn't mention the bible. right? but there were i seemed to me to say if we are working on these issues, poverty, climate change or lgbt rights or civil rights we are not only rooting ourselves in the constitution, but we are following the bible, the principles of the bible.

or did i read too much into that? >> i think he is speaking of the values that underlie the issues that we care about the issues that unite us all. and that make us american. you are exactly right. >> that's important to move the debate forward that may not speak. the values. it's how we are going to unite the country to move forward >> bill: one of the issues the president talked about, of course, is -- and he put some proposals out on gun violence. again, i think following the president's inaugural address, he would also make the same argument that this is part of the common good and part of, also, where our faith should be leading us. correct? >> correct. >> >> bill: in terms of protecting

our children from gun violence. go ahead. >> and we know that for example n cities across this country, its pastors and families and churches that are burying the young men who are dying in great numbers from handgun violence. it's many of the black pastors and inner city churches that are on the front lines of the gun issue that have been moving this issue forward. it's not just in the columbine and sandy hook. it's every street corner in urban america that has to deal with a family member who has been lost at a too-early age because of the high number of i will lessi. licit guns in the country >> bill: what role, if any, are faith leaders, do you feel or any plans for faith leaders to really be actively supporting

the president's agenda these issues that he talked about, james? james. >> certainly, you know, on immigration reform we know that the faith community squarely behind solidarity with latinos who live in the shadows of this country, again, because many pastors deal with those situations in a very personal way. they live in the shadows. the faith community will be there. i want to point out that the concern i have is on the lgbt solidarity which was so important in that speech >> bill: yes. >> it's moved the debate forward. we know for example, in 2010, the bishops hijacked healthcare reform by being up until the very end. at the very end, said this is not good enough.

the big issue is for spousal reunification for same-sex partners and whether the bishops will hijack the debate around allowing same-sex couples to be part of the debate moving forward >> bill: i wanted to ask you about the role. it's a little dicey, you know, with catholics united. if you look at the faith community and public statements by pastors and rapbbis and others in support of the president's agenda, for several of these issues at any rate the group that is not part of this coalition are the catholic byrnes who have been critical of the president on the contraception issue, on the lgbt issue particularly. is that an awkward situation for

the catholic church? or what are catholic democrats supposeddon. >> the catholic byrneses are in a lunch. they lost this election. that has to be abundantly clear >> bill: they opposed obama and lost the election. >> i was at the prayer service yesterday with the president, and the cardinal was there. i was glad that i was there. this president of our country for the next four years. i think the bishop is going to have to realize that the democrats are the game in town right now. they have to play nice if they want to get anything done. hopefully immigration will be a great way to prove that. but again, i am still a little bit worried. i also want to say, you know, the administration misstepped, remember, when they announced benedict -- a pastor who was to give the benediction who had

some comments he had made about lgbt folks that was offensive. this is something the administration needs to get better on, in terms of vetting their speakers. and it's high time for evangelicals and catholics to come out and say with the president, that we don't tolerate bigotrynym in the 21st century >> bill: unfortunately, that pastor did everybody a favor by stepping down and taking his name out of consideration. well james, the ceremonies are over. the action begins right now to try to get this agenda passed, certainly the role of the faith community will be very important which is why we wanted to speak to this morning. thank you for joining us, james salt, executive director of catholics united. follow him online at
